Kèr Bèiēwip (/bɛj/ /wip/ [icon; idol] [pregnant]) is a subtropical Town located in Nkáiīems Hold, Híhksvtíhj Provence, within the Tauranian United Provinces.

The name Kèr Bèiēwip is derived from the Tauric language, as Kèr Bèiēwip was founded by Alyar Ji̊wo, who was culturaly Tauric.

Climate

Kèr Bèiēwip has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a hot 31°C (87°F) and its average temperature during the winter being a warm 26°C (78°F). Kèr Bèiēwip receives an average of 300 cm/y (118 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Bèiēwip covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1346 m (4416 ft) above sea level.

Overview

Kèr Bèiēwip was founded durring the early 12th century in summer of the year 1144, by Alyar Ji̊wo. The establishment of Kèr Bèiēwip suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Kèr Bèiēwip was built using the conventions of Tauric durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Kèr Bèiēwip is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.

Kèr Bèiēwip is is constructed arround a series of broad baked earthen mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Kèr Bèiēwip's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. The monster and outlaw focused fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

A look around Kèr Bèiēwip shows Kèr Bèiēwip is little more than a wretched hive of scum and villainy. Birbes can be seen changing hands openly, such that it must be customary to do so and must have been for a long time. The locals have no fear, no annoyance at the state of things, it simply is.

Civic Infrastructure

Kèr Bèiēwip has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Bèiēwip.

Kèr Bèiēwip has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Bèiēwip has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Bèiēwip's public wards, blessings, and other arcane systems.

Kèr Bèiēwip possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kèr Bèiēwip has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Kèr Bèiēwip has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

While Kèr Bèiēwip has a public leader, the real authority is hidden from outsiders. This ruler may draw their authority from rationales unacceptable to outsiders, they may have cowed the public authority into obedience, or they may have a mutually beneficial private arrangement with the official ruler.

Kèr Bèiēwip's chapel was built using a different architectural style from the rest of the town. The style used is based upon new and innovative technologies of construction and the idea that form should follow function. It was an embrace of minimalism and a rejection of ornament. The style became characterized by an emphasis on volume, asymmetrical compositions, and minimal ornamentation..

In Kèr Bèiēwip rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

The Skinstitch near Kèr Bèiēwip are known to be almost tame, such that they can be put to domestic use.

Kèr Bèiēwip's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves embarking on a group pilgrimage to channel Transmutation energies of tier 1 via divine sermons.

In time immemorial, reportedly some time during the late 2nd century Kèr Bèiēwip was struck by unseasonably warm weather, causing a sweltering heat to smouther the land for 21 days. Kèr Bèiēwip lost 253 people and 270 livestock in the disaster.. The deadly heat is remembered by most as the Damnation's Flame.
